3638 * Encryption problem encountered in server:
3640 The LEAVE command used to send the Channel Key packet to the
3641 router immediately after generating it. However, the code
3642 had earlier sent Remove Channel user packet but not immediately,
3643 ie. it was put to queue. The order of packets in the router
3644 was that Channel Key packet was first and Remove Channel User
3645 packet was second, even though they were encrypted in the
3646 reverse order. For this reason, MAC check failed. Now, this
3647 is fixed by not sending the Channel Key packet immediately but
3648 putting it to queue. However, this is more fundamental problem:
3649 packets that are in queue should actually not be encrypted
3650 because packets that are sent immediately gets encrypted
3651 actually with wrong IV (and thus MAC check fails). So, packets
3652 that are in queue should be encrypted when they are sent to
3653 the wire and not when they put to the queue.
3655 However, the problem is that the current system has not been
3656 designed to work that way. Instead, the packet is encrypted
3657 as soon as possible and left to the queue. The queue is then
3658 just purged into wire. There won't be any fixes for this
3659 any time soon. So, the current semantic for packet sending

3663 (the packet will be in queue) then all subsequent packets to the
3664 same remote host must also be put to the queue. Only after the
3665 queue has been purged is it safe again to force the packet
